The High Flux Research Reactor at the ECN is not able to remove the spent fuel from the pools. Euratom/ECN still refuses to use Low-Enriched Uranium instead of High Enriched Uranium. Because of that the US, which demands such a change, does not accept the waste.. The HFR wants to store the waste at a facility at the COVRA meant for low level Waste and buy HEU in Russia.
