Foreword The sustainable development is a process of change in which the exploitation of resources, the direction of investments, the orientation of technological development, and institutional change are all in harmony and enhance both current and future potential to meet human needs and aspirations. (Our common future p.46) On the basis of the Brundtland Report, i.a., it is today clear that sustainable development require that environmental and resource considerations be integrated into the decision making processes in all sectors to a far higher degree than in the past. Until now, management and conservation of natural resources have not been able to ensure the principle of sustainable development because of humanity's inclination to think short-term. A future oriented political action, therefore, requires planning beyond the current horizons of political decision making.
