Background and organization

The four power utilities in Sweden that produce electric power in nuclear power 
plants are Vattenfall, Forsmarks Kraftgrupp AB, OKG Aktiebolag and
Sydsvenska Varmekraft AB (a subsidiary of Sydkraft AB). Under Swedish law 
hese companies are responsible for the safe management of the spent fuel and 
radioactive wastes that are generated in Swedish reactors.
Svensk Karnbranslehantering AB, SKB (the Swedish Nuclear Fuel and Waste 
Management Company), which is jointly owned by the nuclear utilities in Sweden, 
has been commissioned by them to plan, construct, own and operate systems and 
facilities for the management of spent fuel and radioactive waste.
State supervision, regulation and inspection of nuclear activities is exercised 
primarily through the Swedish Nuclear Power Inspectorate (SKI), the National 
Institute of Radiation Protection (SSI) and the National Board for Spent Nuclear 
Fuel (SKN).

The central AFR interim storage facility for spent fuel, CLAB, was commissioned 
in July of 1985. Spent fuel and core components will be stored there for a period of 
about 40 years prior to disposal in a final repository in the Swedish crystalline 
bedrock.

During interim storage in CLAB, the radioactivity and heat generation of the spent 
fuel decline considerably, facilitating handling prior to final disposal.

The CLAB facility constitutes an important element in the Swedish spent fuel 
management scheme. It gives freedom in the choice of method for final disposal of 
spent fuel by providing opportunity for further development and refinement of the 
R&D work over several decades.
