Introduction

The purpose of this report is to critically examine the economic and waste 
management arguments put forward in favour of the immediate reprocessing 
of spent oxide fuel, as opposed to long-term storage or final disposal without 
reprocessing. It is now eight years since the Windscale Inquiry - into the 
application by British Nuclear Fuels Limited (BNFL, now British Nuclear 
Fuels plc) to build a reprocessing plant for thermal oxide fuels (THORP). 
Therefore it may be instructive to compare the evidence presented there with 
current understanding of the issues and progress made to resolve the uncertainties 
in the arguments considered at that Inquiry.

This report focussed on AGR and LWR (PWR, BWR, etc.) fuel and mentions 
Magnox fuels only where experience with Magnox reprocessing may give some 
indication of what may happen in the future with reprocessing of oxide fuels. 
A full consideration of Magnox fuels in combination with AGR and PWR fuels 
would have unduly complicated the analysis.
