Introduction to Reflection Paper no. 2.

A non-formal moratorium on the development of nuclear energy in the 
Netherlands was reached in early 1976 through a combination of scientific 
concern and political pressure.

In the summer of 1974 a group of concerned citizens established the so called 
Reflection Group on Energy Policy. This group now consists of ± 30 members of 
the political, scientific, industrial and media community, each of the members 
being an opinionleader within his own social elite. After publication of the first 
Reflection Paper on Nuclear Energy (September 1974) public opinion and political 
thinking switched towards more doubts and less certainty on the question whether 
the Netherlands should in fact start to build three 1000 MWe nuclear LW-reactors. 
Sofar only two reactors are in operation, a small (SO MWe) and a medium-sized 
one (400 MWe). After a year of bitter debate in the media, the majority (about 54%)
of public opinion moved towards a NO against nuclear reactors, but the proposed 
3000 MW to be in operation by 1985 still were not cancelled.

By the end of 1975 this second Reflection Paper on Nuclear was published. 
January 31, 1976 an abstract of this paper appeared as a full page advertisement in 
the Dutch press, paid for and signed by 1200 concerned scientists, lead by the 
names and signatures of prof. Casimir (former research-chief of Philips Electric, 
president of the Dutch Royal Academy of Sciences, president of the European 
Physics Society) and dr. Beek (managing director and research coordinator of 
Unilever Ltd.); two prominent economists: prof. Jan Tinbergen (of Rotterdam 
University and a Nobel Laureate) and prof. Jan Pen (of Groningen University); 
two well known and respected theologists, the roman catholic prof. Schillebeeckx 
(of Nijmegen University) and the Dutch Reformer prof. Verkuyl. Dr. Sicco 
Mansholt, former president of the European community, completed the list of 
7 principal sponsors of the declaration.
