From the publication:
Towards a more efficient use of energy 1.1 Introduction When the Electricity Plan is drawn up, it is based on the best available forecast of future trends in demand for electricity, taking into account increasing efficiency in the use of electricity as a result of improvements in electrical equipment as well as electricity conservation measures. Despite this increasing efficiency and conservation, electricity consumption continues to rise. However, a rise in electricity consumption does not necessarily mean that energy consumption is also increasing: in fact, both energy statistics and technical information on individual processes and appliances indicate the contrary, i.e. that an increase in electricity consumption can go hand in hand with energy conservation and a reduction in energy consumption.
