From the publication:
General considerations The Dutch electricity sector: sustaining a strong position calls for broadening of horizons Deep discussions on the Dutch electricity supply system have once again been the order of the day since the spring of 1993. Electricity consumers large and small have a great interest in the course of these discussions, in view of the unique and irreplaceable role played by electricity in today's society. Directly linked to this is the great importance of low electricity prices and a high-quality, reliable electricity supply. The discussion on the supply of electricity is not new: in fact, apart from a break of a few years, the structuring of the electricity industry has been a regular source of debate since the early 1980s. The central theme is always the same, namely the issue of whether the electricity supply industry constantly succeeds, given the parameters within which it has to operate, in supplying its customers with a first-class product at the lowest possible cost. Changing circumstances have led to an intensification of this debate recently. Of particular importance in this context are the views prevailing within the European Union on the liberalization of markets while, on a domestic level, the rapid development of combined heat and power generation (CHP) is one of the most important factors. These developments make it necessary to reappraise the interrelationships within the Dutch electricity sector. In the old European situation the electricity industry in the Netherlands, even when taken as a single entity, was one of the smaller market players, and this is even more true now that the internal borders are being swept away and Eastern Europe has opened up. It is even more vital in this new situation that the Dutch electricity industry makes every effort to sustain the strong position it has achieved. This will also provide a solid basis from which to meet the competition with foreign electricity companies.
