Climate Change; response strategies of the Dutch Electricity Generating Board The Dutch Electricity Generating Board, N.V. Sep Company profile N. V. Sep/the Dutch Electricity Generating Board is a collaborative alliance of the four regional power companies generating electricity and producing heat on a large scale for the public supply. The purpose of this collaboration is to create and maintain a reliable, socially responsible electricity supply at low cost. Sep's core tasks are concentrated in the area of policy formulation and planning for the electricity generating industry. In addition, Sep coordinates the generation and transmission of electricity in the Netherlands 24 hours a day from its National Control Centre in Arnhem. Sep's core tasks: • planning the replacement and expansion of the generating capacity and the high-voltage network • taking the resultant investment decisions required • supervising new-build and conversion projects in the electricity generating infrastructure • purchasing fuels for power stations • importing and exporting electricity • optimizing production • settlement of production costs • coordinating the generation and transmission of electricity; controlling and monitoring the main transmission network for 220 and 380 kV; managing the construction of that network • initiating and encouraging research and development; coordinating environmental policy for the electricity generating sector Climate Change; policy, efforts and research and development Introduction The Dutch Government has formulated its strategy for environmental policy in the medium term in three successive National Environmental Policy Plans. These plans pay a great deal of attention to the issue of climate change. Both the depletion of the ozone layer and the greenhouse effect are covered. With regard to the greenhouse effect, the Government pursues the international recognition of this issue, the establishment of targets for reducing carbon dioxide emissions, and the preparation and stimulation of structural measures aimed at reducing CO2 emissions. The following targets have been set for the Netherlands; • Stabilization of CO emissions in 1994/1995 at their 1989/1990 level. • A 3-5% reduction of CO2 emissions by the year 2000 compared with the 1989/1990 level.
