Mr. Chairman, I am pleased to be invited to participate in this hearing. I am a member of the research staff of the Federation of American Scientists in Washington, D.C. and the Center for Energy and Environmental Studies at Princeton University. I specialize in nuclear weapons proliferation and nuclear fuel cycle issues. My testimony is based on my research on the quantities of fissile material, in particular plutonium and highly enriched uranium, that exist in the world the amounts expected to be produced in the future, the actual and planned uses of these materials, and ways to minimize their proliferation risk. The views I will express today are my own and do not necessarily reflect the views of the Federation or of the Center. I would like to discuss certain issues associated with the use of separated plutonium and highly enriched uranium, focusing mainly on proliferation concerns.
