Summary

In the EOCD zone, France is the country that underwent the highest effort to 
reconvert its energy programm because of its massive nuclear programm: this one 
must supply 30% of the primary energy and 70 to 80% of the electricity the country 
will need in the year I990.This huge effort implies a study about costs and 
advantages in each sector of the economy.
First, we will analyse the diagramm of the energy consumption (industry, third 
sector, building industry…) for the whole EOCD countries, and separately for the 
EEC zone.

We settle the following points:

- Among all the industrialized countries, France realises the lowest result for
the lowering of energy consumption per GNP unit.

- The lowering of gas consumption is, on a relative scale, similar in France and in
the rest of Europe: Europe won the same challenge as France, to lower its gas 
consumption of one quarter. Purposes have been different: in Europe, active policy 
of consumption control by modernizing consumers, in France, high investments in 
electronuclear production.
