Administrative procedures and public inquiries The construction and operation of nuclear power plants are subject to complex regulations and require a lot of authorizations. Some of these are governed by the regulations applying to urban planning and environmental protection in general. Others are governed by special regulations dealing with the specific nature of nuclear activity as regards the protection of public health and the work-force, and precautionary measures against harmful effects. Release licenses are therefore granted at the end of procedures which are different for radioactive releases or non-radioactive ones. Many procedures involve an inquiry phase during which the project is presented to the public so as to inform it and obtain its objections or suggestions. Citizens consulted are frequently surprised that the various inquiries are not held simultaneously rather than being held in several stages, or complain that they are consulted about the releases several years after construction has begun. Consequently, they may feel that the consultation is a mere formality - a "sham" consultation - occurring long after the actual decision has been taken. This misunderstanding must be cleared up. When a declaration of public interest has been made, the studies carried out already provide sufficient guarantees concerning the releases. However, public inquiries do not all have the same purpose or the same function, some deal with the construction of the power plant, while others concern the way to operate the power plant.
