Introduction The year under review was a transitional year for the Company as it documented the knowledge base established through the Sellafield investigatory programme whilst continuing to provide advice to customer organisations on waste packaging. The Company moved on to address generic scientific issues related to the long-term management of waste and the procedural issues arising from the RCF decision. During the year the Company agreed the following objectives with its Shareholders for the anticipated consultation period following the RCF decision. 1. Provide the Company's customers with advice on packaging and transport and credible third party endorsement of customers' waste packaging proposals. (Also maintain the National Inventory, understand customers timing requirements for waste emplacement and act as the centre for advice for customers' provisioning requirements.) 2. Retain the key relevant 'corporate memory' and Intellectual Property of Nirex, maintain scientific credibility on deep disposal via an active science programme, keeping abreast of world-wide developments in science, technology, regulation and politics for deep disposal - be the UK's 'learned body' on deep disposal. (Also keep up to date on work on post-closure safety case and site selection methodology to inform Objectives 1 and 4.) 3. Contribute to Government review of policy and make the case (which could include BPEO etc) for the proposed strategy, repository milestone timings or sequence of steps which need to be achieved. Also explore HLW co-disposal options. 4. Investigate and identify what is needed to gain public acceptance (including the environmentalists, local communities and politicians) for a repository and its location; also work to influence the key stakeholders. (Includes full learning from the Sellafield experience.) 5. Work to assist Government and regulatory authorities in establishing the appropriate legislative framework for the planning, construction and operation of a deep disposal facility (including an appropriate site selection process).
