The RWMAC Work Programme

Terms of reference
1.1 This document, the Fifteenth Annual Report of the Radioactive Waste
Management Advisory Committee (RWMAC), focuses chiefly on developments 
during the calendar year 1994. The Committee's terms of reference and a list of 
its Members is given in Annex 1.

Programme Responses to consultations
1.2 The aspects of radioactive waste management to which the Committee devoted
most time during the year were related to a number of Government consultations. 
The Committee prepared responses to the Department of the Environment's (DoE's) 
consultation document on the Review of Radioactive Waste Management Policy (1)
and the joint Departmental-Agency consultation document on Guidance on 
Requirements for Authorisation of Disposal Facilities on Land for Low and 
Intermediate Level Radioactive Wastes 2 .Both consultation documents were 
released in August 1994 in the general context of the Nuclear Review3 , which was 
announced on 19 May 1994 by the Department of Trade and Industry and the 
Scottish Office Industry Department. The RWMAC's responses to these consultations 
were released in May 1995 and are considered in Chapter 2 of this document.

Forward Look Historical Review
1.3 The RWMAC had been requested by the Minister for the Environment and
Countryside in late 1991, when the Committee had just been reconstituted, to carry 
out a study of the radioactive waste management policy issues which were likely to 
arise during the next twenty years. The Committee came to the opinion that it was 
necessary, in the light of the nature of the issues involved, to take a view over a 
much longer period of time. This Review of Radioactive Management Issues: The 
RWMAC's Forward Look4 was completed during the year. As part of the work 
programme associated with the development of the Review, the Committee also 
undertook a backwards look in time and has written in parallel a Historical Review 
of Radioactive Waste Management Policy and Practices5. Both documents were 
released in May 1995 and are considered in Chapter 3 of this document.

Substitution
1.4 On 1 October 1993, the Minister for the Environment and Countryside requested
further advice on British Nuclear Fuels (BNFL's) proposals to "substitute" an 
additional amount of high level radioactive waste in lieu of larger volumes of low 
and intermediate level wastes when the Company exercised the return of waste 
clauses contained in the nuclear fuel reprocessing contracts of overseas customers. 
Specifically, the RWMAC was asked whether BNFL's proposals were likely to be 
broadly environmentally neutral. The RWMAC submitted its further advice on 
substitution on 4 July 1994 and this was published in the DoE's consultation 
document in August 1994 and is reproduced in Annex 2 of this document. In
