A. INTRODUCTION

2.1 This chapter summarises the CEGB's principal arguments for building a
Pressurised Water Reactor (PWR) nuclear power station at Sizewell, the objectors' 
major criticisms of the CEGB's application, and my conclusions and 
recommendations. My conclusions on the CEGB's case are given in Chapters 47, 90, 
104 and 108. What follows is necessarily highly selective and only gives a broad 
account of my findings.
The summary of any particular topic must be read in conjunction with the relevant 
chapter or chapters for any real appreciation of its significance. References to 
relevant paragraphs are given where particularly useful.

2.2 In January 1981 the CEGB applied for consent under Section 2 of the Electric
Lighting Act 1909 to build a PWR nuclear power station at Sizewell in Suffolk and 
to construct a new access road to the site; it also applied for deemed planning 
permission under Section 40 of the Town and Country Planning Act 1971. The 
Sizewell site is now used for the Magnox A nuclear station, and lies in the Suffolk 
Heritage Coast and an Area of Outstanding Natural Beauty (AONB); it is close to 
areas of considerable ecological interest and value.
