ISLE OF MAN LOCAL GOVERNMENT BOARD FURTHER REPORT TO TYNWALD BRITISH NUCLEAR FUELS 
PLC - SELLAFIELD OPERATIONS

1 INTRODUCTION

In December 1984, the Isle of Man Local Government Board presented a report 
to Tynwald on operations at Sellafield (1). In the light of its findings, the Board 
presented a number of conclusions and proposals, and at a sitting on the 
11 December 1984 (2), Tynwald accepted the recommendations that:-

" …..arising from Tynwald's consideration of this report, the United Kingdom 
Government should again be advised of the serious concern in the Isle of Man 
regarding radioactive discharges to the Irish Sea and Its environs and should be 
pressed:-

(1) to undertake additional measures, over and above those already announced
to further reduce discharges to the Irish Sea;
(2) to give a commitment to reduce discharges to the Irish Sea to zero within a
given time scale, such time scale to be the shortest possible period In which a zero 
discharge could be achieved and, In any event, to be not longer than two years;
(3) as an interim measure, and In addition to the physical reduction of discharges,
to introduce an early and significant downward revision in the quantities of 
radioactivity specified In the authorisations for discharges to the Irish Sea;
(4) following the recommendations made after the November 1983, incident, to
include in such a revised authorisation, short-term limits for high activity particulate 
waste and limits for solvents, as wet I as quantitative limits for each radionuclide 
discharged;
(5) to introduce, In relation to gaseous discharges from Sellafleld, a revised
authorisation incorporating quantitative limits for each radionuclide discharged;
(6) to confirm that the Isle of Man Government will be consulted prior to the Issue
of any revised authorisations;
(7) to continue studies Into the cumulative and long term effects of discharges;
(8) to secure that, wherever possible, the transport of radioactive material to or from
Sellafield Is carried out by road and rail rather than by transport through the Irish Sea;
(9) to ensure the full and adequate supervision of all developments at Sellafield and
the thorough monitoring of work practices and safety standards.
