THE WINDSCALE INQUIRY AND SAFETY ASSESSMENT INTRODUCTION August 1978 This report concerns potential hazards of nuclear fuel reprocessing, with special reference to the Windscale plant. It follows up issues raised in our previous reports OR-2 (1) and OR-3 (2). The report has been delayed but thereby incorporates further information, especially concerning Swedish and West German practice. We are preparing a substantial technical report ( RR-3 ) on safety aspects of Windscale. This work relates to a commission we have received from the Ministry of Welfare of the Lower Saxony government ( West Germany ) to help review plans for a reprocessing plant at Gorleben. In the present report we outline the procedure and general subject matter of the Windscale Inquiry. We then discuss the evidence presented on major potential hazards and the treatment accorded this evidence by the Inquiry Inspector and others. Finally, we draw some conclusions on the nature of decision-making.
