Director General’s Summary

The following results and experience of strategic importance from the 1995/96 
financial year should be particularly emphasized:

SKI, a Significant Contributor to a High Level of Nuclear Safety in Sweden

In summer 1996, the Commission of Inquiry for an International Review of Swedish 
Nuclear Regulatory Activities (International Commission) completed its work. SKI 
had requested that the Government appoint the International Commission as a stage 
in the evaluation of the performance and quality of SKI's activities. The International 
Commission, which consisted of international experts, found that SKI had 
contributed, to a significant extent, to a high level of nuclear safety in Sweden and 
that this work is still being developed. The International Commission was satisfied 
with SKI's regulatory activities in an international perspective and found that the 
regulatory activities are in accordance with internationally accepted guidelines, and 
that SKI's work is internationally appreciated. According to the International 
Commission, SKI is working with limited resources, by international standards, in 
relation to the size of the Swedish nuclear programme, especially if the fact is taken 
into account that Sweden has no Technical Support Organization (TSO) as in 
Finland, France and Germany.
At the same time, the International Commission emphasizes that SKI should consider 
making certain changes to its work methods. In particular, the International 
Commission proposes that SKI, to a greater extent than it has so far, should develop 
its regulatory system on the basis of general regulations issued as part of SKI's Code 
of Statutes. This would partly involve a new regulatory strategy. The strategy that 
has applied so far is based on individual, plant-specific safety conditions. It was only 
as late as 1993 that SKI was authorized to issue general regulations. Furthermore, the
International Commission recommends that SKI implement a modern system for 
quality assurance of its regulatory activities.
