Origin and Organization of the Project ORIGIN Some times a good idea happens to come forward at the right time in the right place. We believe the internationalization of the Halden Reactor is a good example, an event that was formalized on 1stjuly, 1958. The OECD Halden Reactor Project has through these twenty years worked in the forefront in nuclear core physics, in-core instrumentation, nuclear fuel experiments and nuclear plant control. When the Project now celebrates its twenty years anniversary, it wishes to emphasize its continued potential rather than its past history. Some reflections may nevertheless be appropriate to provide the background for the Project's current status. 1958 was an early year in nuclear energy. The number of power reactors were few, most of them were either gas cooled or pressurized light or heavy water cooled. The Borax experiments in the mid 50'ties established the boiling light water reactor as a feasible alternative. The Norwegian Institutt for Atomenergi (IFA) started in 1955 design and construction of a heavy water boiling reactor. This was a new concept in reactor design. The paper company ''Saugbrugsforeningen" in Halden offered to provide a suitable location inside a rock adjacent to their paper plant, and to buy the power in the form of process steam.
