ENERGY ISSUES AND POUCIES IN ITALY Umberto Colombo Chairman, National Commission for Atomic and Alternative Energy Sources (ENEA), Rome, Italy Introduction Italy's energy system, both in its present structure and its evolution following the 1973 energy crisis, bears similarities to those of other Western industrialized countries. However, significant differences underlie these similarities. To understand the Italian energy system and its response to the challenges of the energy crises of the 1970s, we must view it in historical perspective, with the following factors in mind: (a) the scarcity of domestic natural resources, in particular energy resources; (b) a geographical location at the center of the Mediterranean basin; (c) the belated industrialization of the country; and (d) a strongly centralized system of government decision-making counterpoised by a de facto economic and cultural decentralization. Italy's own energy resources are indeed meager: 205 Mtoe of oil and gas, modest reserves of low calorific value-high sulphur coal, at present hardly exploitable in economic terms, and some hydro/geo/nuclear electric capacity. The contribution of domestic sources to Italian energy supply in the last ten years has always been below 20% (18% in 1983).
