FOREWORD Creative research for technological progress Without scientific expertise, no country can hope to achieve full independence. Supporting science and technology in a poor country is not a luxury: we know from the work of the International Centre for Theoretical Physics that it is a useful, cost- effective way to improve technological development and thereby help such a country to help itself. All progress in science and technology depends upon the efforts of highly trained specialists. Rapid progress is possible only in an atmosphere of open intellectual exchange. Scientists must also have access to the latest literature if they are to avoid unnecessary repetition of research; they must feel challenged by their colleagues and teachers to achieve a standard of work which would be considered first-rate in any part of the world. The International Centre for Theoretical Physics (ICTP) at Trieste celebrates its twenty-fifth anniversary in October 1989. For more than two decades, the Centre has welcomed each year, on average, some 1600 physicists and mathematicians from all over the world. From the very beginning, the Centre has made special efforts to try to counter the frustrations of scientists from developing countries. Such scientists often come from isolated or poorly equipped institutes where they lack the surroundings that encourage excellence in teaching and research. In addition, they are typically burdened with administrative duties that leave little time for creative thinking. At the Centre, these men and women are refreshed and challenged to continue their work to promote scientific progress.
