Preface

Lately, a number of home and foreign media ("Literaturnaya Gazeta", "Business 
World", "Moscow News", "Segodnya", "Moscow Times", "Sunday Times", radio 
company "Swedish Radio", radioTVcompany "B.B.C.", "US NEWS and WORLD 
REPORT", "B.B.C. - N.H.K. CoProduction", "Coxnewspapers", "Canadian 
Broadcasting Corporation", "Aftonbladet" etc.) have been discussing the problem of 
a whole complex of nuclear research installations located in Moscow.

The interest to this problem was aroused by the former chief of Moscow inspectorate 
for supervision over nuclear and radiation safety of the Central Okrug Administration 
of the State Atomic Inspectorate of Russia V.M.Kuznetsov, a person who suspended 
the running of 10 unsafe nuclear reactors on the territory of Russia on the authority 
provided by his official status and who had to leave his post due to the adherence to 
principles he displayed. The methods of influence applied by the officials who fired 
Kuznetsov were exactly the same that were applied to dissidents at the times of 
communist regime.

During 2 years, Kuznetsov has been trying to solve this problem with the Ministry of 
Atomic Energy (Minatom) and State Atomic Inspectorate without any positive results. 
His numerous appeals to Special Counsellor of the President of Russia on Ecological 
and Health Protection matters Mr.A.V.Yablokov, the member of Presidential Council 
Mrs. A.A. Yaroshinskaya and to the General Office of Public Prosecutor of Russia did 
not give the desired result either. Even such public organisation as "Social- 
Ecological Union" (the chairman is S.I.Zabelin) did not provide proper support.

Apart from appearing in the media, V.M.Kuznetsov prepared a number of problem 
researches. Among them, there is an essay entitled "Analysis of radiation safety and 
the state of storage of radioactive substances at the nuclear power engineering 
facilities on the territory of the former USSR". In this essay, V.M.Kuznetsov gives 
numerous examples of hazardous practice of nuclear installations "operation and 
radioactive materials" storage and transportation.
