PRELIMINARYCONCLUSIONS
based on the materials of an independent public investigation into the circumstances 
of the global accident at the Chornobyl Nuclear Power Plant and its catastrophic 
consequences

According to decisions of the Ukrainian Environmental Association ''ZELENY SVIT" 
(December 16, 1990) and the "Chornobyl" Union of Ukraine (January 19,1991), a 
group of independent lawyers composed of V. Vovchenko (head of the group), 
T. Varfolomieyeva, G. Holosovsky, M. Malyshko, V. Sirenko, M. Stetsenko, 
S. Ten'kov, A. Fatieyev, A. Khapersky, with the help of experts in various fields of 
science and technology conducted an independent public investigation into the 
circumstances of the accident at the Chornobyl Nuclear Power Plant and its aftermath.

The investigation was aimed at:
- the defense of human rights;
- the consolidation of the legal grounds of environmental and nuclear safety;
- a legal evaluation of the reasons for the accident and the elimination of the
conditions, which caused it;
- an evaluation of the actions of state bodies and public organizations, as well as of
their leadership in the development of the events, which created the preconditions 
for the accident and its aftermath;
- determination of damage and a preparation of legal grounds for its reimbursement;
- the putting forward of proposals on changes and amendments of existing legislation.
