From the publication:
GENERAL INTRODUCTION 1.1 THE CEC/CIS CHERNOBYL COUABORATWE PROGRAMME Objectives The projects are implemented by formation of groups from the CIS and the CEC. They are realised as partnerships between Eastern and Western research institutions and hospitals. The aims are to increase the possibilities for training of CIS scientists; provide financial support to CIS institutes for allocating staff to the joint projects; introduce new technology and train medical specialists; improve the local infrastructure and create a regional research facility in each of the three republics Belarus, Russia and Ukraine. Thus, the budget of this programme includes local assistance, equipment and training for the CIS. The overall objective of the joint programme is to complement and assist those in the three republics responsible for evaluating and mitigating the consequences of the accident. This will also allow the scientists to gain an improved understanding and knowledge of the health and environmental impact of radioactive contamination and of how it can be reduced; this will be invaluable for the management of any future accident.
