INTRODUCTION

This document describes in summary the most important and illustrative components 
of a Belarussian-Dutch Humanitarian Aid Project, which had the aim to provide 
humanitarian assistance in relation to the Chernobyl disaster. It is not the intention 
to present all activities in detail; this publication should provide a representative
impression of the project. As the main part of the project was implemented in 
Gomel, the project was called the 'Gomel Project'.

In 1990, the Soviet Union requested the United Nations for assistance to alleviate 
the consequences of the Chernobyl accident. In response to this request, Mr. van 
de Broek, the Netherlands Minister of Foreign Affairs, offered humanitarian
assistance to his Soviet counterpart Mr. Shevernadze.

A group of experts from different Netherlands ministries and scientific institutes 
was constituted to identify the main subjects for a project. Several participants of 
this expert group visited in October 1990 the Soviet republics of Ukraine, Belarus 
and the Russian Federation. During this mission, the principal location (Gomel, 
Belarus) for execution of a project was defined. The resulting proposal amounting 
to NLG 10 million was approved by the Netherlands Council of Ministers in March 1991.

ВВЕДЕНИЕ

В настоящем документе коротко рассказано о наиболее важных и характерных 
составляющих Белорусеко-голландского проекта, целью которого являлось 
оказание гуманитарной помощи населению в связи с Чернобыльекой аварией. 
Мы не ставили перед собой задачу подробно рассказать обо всех аспектах 
деятельности. Цель данной публикации – создать у читателя представление о 
проекте в целом. Поскольку основная часть проекта проходила в г. Гомеле, мы 
назвали его "Гомельским проектом".

В 1990 году Советский Союз обратился в Организацию Объединенных Наций с 
просьбой об оказании помощи по устранению последствий Чернобьшьской 
аварии. В ответ на это обращение г-н ван де Брук, министр иностранных дел 
Нидерландов, предложил своему советскому коллеге, г-ну Шеварнадзе, оказать
стране гуманитарную помощь.

В целях определения основных задач проекта была создана экспертная группа, 
состоявшая из сотрудников различных министерств и научноисследовательских
институтов. В октябре 1990 года несколько членов экспертной группы
посетили Украину, Беларусь и Российскую Федерацию.
Во время визита бьшо решено, что Гомель (Беларусь) станет основным местом 
исполнения проекта. В марте 1991 года Совет министров Нидерландов одобрил 
полученное предложение на сумму в 10 миллионов голландских гульденов.
