Summary

The Temelin nuclear power plant recently received a permit to load fuel in its first 
block. Permission for activation is expected within several weeks from the 
publication of this report. This report shows, however, that there is a great number 
of inadequately addressed safety problems. It is a compilation of larger and smaller 
safety related irregularities that have surfaced over the last years. It is concluded, 
that Temelin needs an extensive second opinion on the testing results so far. The 
authors conclude further that a more thorough picture about the total safety situation 
of Temelin is required, and that under these circumstances an activation permit 
cannot be issued.
