Preface This reports gives an overview of the on going situation of energy saving and alternative power sources in Ukraine and demonstrates the potential resources available to close the Chernobyl Nuclear Power Plant (NPP). The report is compiled from both published and unpublished material that have been submitted to Greenpeace Ukraine. The report also contains some proposals which reflect the opinion of the organisation towards the matters in question. The report is not intended to be a comprehensive and complete integrated analysis of the energy balance in Ukraine. The facts and figures in the report may be subject for further additions, editions and corrections. The report herein purposely does not analyze all the components of fuel and power supply balance for two reasons. Firstly, this would make the document extensive, difficult to read and analyse and, in such a case, would demand much more time and labour to develop - our parameters were restricted by time. Secondly, we did not see our task as an attempt to analyze the fuel and power supply balance of the country as a whole, including all its possible supply and demand components. Such a task might be a long-term challenge for a workgroup. Aside from that, current economical instability (particularly within the power generation industry) substantially complicates the task. The document was targeted to show that the problem of substituting power generating capacity necessary to put the Chernobyl NPP out of operation is somehow speculative, and also to demonstrate possible feasible means to solve the problem.
