-FOREWORD- Compliance with EBRD Energy Policy The RISKAUDIT Report No.120 "Final Safety Assessment Report for the Loan Approval Procedure" has been produced by RISKAUDIT (GRS/IPSN International) in co-operation with AEA Technology (UK), ANPA (Italy), GRS (Germany) and IPSN (France), within the TACIS project established to support the Nuclear Regulatory Authority of Ukraine (NRA) in licensing activities related to completion and upgrading of Unit 4 of Rovno and Unit 2 of Khmelnitsky NPPs (K2/R4). The report provides the European Commission and other co-lenders with advice on whether the modernisation programmes proposed by the operator (Energoatom) would lead to a safety concept acceptable from a Western safety point of view. Among co-lenders the EBRD has specific nuclear safety requirements listed in its Energy Operations Policy which must be complied with as a necessary condition for approval of loans. Compliance of the proposed project with EBRD's nuclear safety requirements results from the methodology used for its assessment and from the conclusions reached on each relevant technical item as presented in RISKAUDIT's Report No.120. For ease of use, a synthetic view is presented hereafter for each relevant item of EBRD policy.
