EXECUTIVE SUMMARY The Union of Concerned Scientists has analyzed the performance of the U. S. Nuclear Regulatory Commission (NRC) over the past decade in four broad areas -- generic safety issues, public participation, enforcement of regulations, and the NRC's relationship to the nuclear industry -- and has found the agency's record to be inadequate and disappointing. The NRC, like its predecessor, the Atomic Energy Commission, too often behaves as a promoter of nuclear power rather than as a tough regulator. As a result, the NRC is not living up to its primary responsibility: ensuring the public's health and safety. This report cites many examples in support of these conclusions.
