ABSTRACT

Section 208 of the Energy Reorganization Act of 1974 identifies an abnormal 
occurrence as an unscheduled incident or event which the Nuclear Regulatory 
Commission determines to be significant from the standpoint of public health or 
safety and requires a quarterly report of such events to be made to Congress. 
This report, the twentieth in the series, covers the period from January 1 to 
March 31, 1980.

The following incidents or events, including any submitted by the Agreement 
States, were determined by the Commission to be significant and reportable:

1. There were two abnormal occurrences at the nuclear power plants licensed to
operate. One involved exposures to beta radiation in excess of regulatory limits. 
The other incident (a generic concern) involved a transient initiated by partial 
loss of power.

2. There was one abnormal occurrence at the fuel cycle facilities (other than
nuclear power plants). The incident involved a loss of confinement system 
which resulted in inhalation of plutonium by an employee.

3. There was one abnormal occurrence at other licensee facilities. The
incident involved overexposure to individuals in unrestricted areas.

4. There were no abnormal occurrences reported by the Agreement States.

This report also contains information updating some previously reported 
abnormal occurrences.
