Introduction The Nuclear Information and Resource Service (NIRS) is a national, non-profit organization committed to an environmentally sound energy policy. Specifically, we work for a rapid phase-out of existing nuclear power plants, to prevent construction of new reactors, to assure scientifically defensible treatment of radioactive waste, and to promote an increased reliance on safe, clean, renewable energy sources and energy efficiency. Our fundamental mission is to assist grassroots activists in every possible. We believe real change comes from the bottom up; that local citizens have the right to a say over their environment; that often the only blockade to effective citizen actions is a lack of information and resources. NIRS provides the services and resources citizen groups need to maximize their effectiveness and ensure vital citizen participation in environmental and energy issues. NIRS' services are unique. Our monitoring of the NRC-and its sometimes obscure rulemakings and policies-and of every reactor and waste site in the nation, ensures that industry and government actions are noticed. By providing this information to our citizen alert network, local activists are able to keep pressure on the NRC, utilities, and their elected officials.
