Environmental Impact--Summary Statement

This Environmental Statement--CANNIKIN is being issued by the Atomic Energy 
Commission toward implementation of the National Environmental Policy Act, 
Section 102(2)(C) and the Council on Environmental Quality Guidelines, in 
connection with AEC's proposed administrative action to conduct an underground 
nuclear test called CANNIKIN at Amchitka, Alaska. In June 1970, a draft 
environmental statement was issued for comment to federal, state, and local agencies 
having jurisdictional authority or special expertise. Notice of the availability of 
the draft environmental statement was made in the Federal Register and copies were 
made available to all requestors. Comments on the draft statement were received 
from the Department of the Interior, Department of Defense, Department of Health, 
Education and Welfare, Department of State, and Department of Transportation. 
The State of Hawaii also submitted comments. Comments received to date on the 
draft statement are attached and have been accommodated in the text of the final 
environmental statement.

CANNIKIN is a proposed underground nuclear test of less than five megatons to 
be fired about 6,000 feet underground in a fully stemmed hole on Amchitka Island, 
Alaska, in the autumn of 1971 and is a vital part of the U.S. weapons development 
program. Preparatory to CANNIKIN, a test called MILROW, which had a yield of 
about one megaton, was conducted on Amchitka on October 2, 1969, to obtain 
physical and biological effects data. * MILROW did not have any important long-
term impact on the surface environment.

ENVIRONMENTAL IMPACT--ADVERSE EFFECTS

Similar to MILROW, only minimal long-term impact on the environment is 
anticipated from CANNIKIN. Radioactivity and beat will be trapped deep 
underground. The geology, the depth of burst, and stemming for CANNIKIN are 
designed to assure successful containment of the radioactivity underground, most 
of which will be trapped in a matrix of glasslike material formed from the condensed 
and solidified rock gases. Untrapped radioactivity will tend to remain at the 
detonation point
