Goodman, Senior Technical Advisor fice of Spent Fuel Management and Reprocessing Systems U.S. Department of Energy In his nuclear policy statement of October 8, 1981, President Reagan lifted the ban on commercial reprocessing in the United States. He also requested a study of the feasibility of obtaining economical plutonium supplies for the Department of Energy's breeder program from private producers, which would have the effect of fostering commercial reprocessing. In response to the Presidential directive, over the past three years detailed economic analyses have been performed to evaluate the economic feasibility of operating the Barnwell Nuclear Fuel Plant (BNFP). The analyses presented in this paper are an element of that response. Commercial Reprocessing Scenarios Discounted cash flow is the technique used in evaluating the various scenarios for operating Barnwell. A series of payments and receipts for a given scenario is the input to the analysis. By trial and error, a net after-tax rate of return is computed, which results in the net present value of those payments and receipts to equal zero. The staff of Allied General Nuclear Services were of great assistance in developing a computerized method for conveniently making these calculations and in developing some of the concepts.
