Introduction

The Nuclear Power Hazard Report examines three crucial areas of 
Ontario Hydro's nuclear program during 1989 and 1990:

• nuclear accidents and safety system problems,
• performance-related safety issues, and
• radioactive wastes and pollution.

The Hazard Report is one of several documents prepared for the Coalition of 
Environmental Groups for presentation to the Environmental Assessment Panel 
reviewing Ontario Hydro's Demand/Supply Plan. This report presents an overview of 
hazards that are identified in documents published by Ontario Hydro and the Atomic 
Energy Control Board (AECB). For a broader and more detailed analysis of nuclear 
reactor risks, reference should be made to the Coalition's forthcoming report on 
probabilistic risk assessments.

The documents and reports that were reviewed include Ontario Hydro's Significant 
Event Reports, Nuclear Integrity Review Committee Annual Reports, Quarterly 
Technical Reports, Annual Assessments of Environmental Radiological Data, and 
AECB staff Reviews of nuclear station operations. The two most recent years for 
which complete documentation is available were chosen for this review. Additional 
documents published by Atomic Energy of Canada Limited and Environment Canada, 
as well as articles from various newspapers and journals were also used.
