ABSTRACT

Geological disposal of nuclear fuel waste should not be viewed solely as a 
technical response to a technical problem. A number of broad societal issues 
influence public views on the acceptability of geological disposal, some unique 
to nuclear fuel waste management and others that apply to technological 
development in general. This report focuses on three specific areas of particular 
interest to the Canadian public --public perspectives on risk, ethical considerations 
and public involvement in siting. An approach is suggested to bridge the "risk 
perception gap" that exists between technical risk assessment analysts and the 
general public. The Canadian disposal concept has been developed to meet safety 
objectives and regulatory requirements, and it can be implemented in a way that is 
consistent with public values and standards regarding risk and inter-generational 
equity.
