1 INTRODUCTION

1.1 The purpose of this report is to examine Australia's role in the nuclear fuel
cycle and, in particular, to consider the issues which arise directly from that 
involvement. The nuclear fuel cycle involves a certain series of steps from the 
mining and milling of uranium ores, through the conversion of those ores into 
nuclear fuel and the use of that fuel in power reactors for electricity generation, 
to the reprocessing of spent fuel and disposal of waste. This cycle has particular 
features which raise issues different to those associated with energy generated 
from conventional sources, such as fossil fuels, This is because nuclear fission 
constitutes the explosive source of nuclear weapons and because the nuclear 
materials used or created in the fuel cycle release radiation. As a result there is 
understandable public concern that Australian involvement in the nuclear fuel 
cycle could contribute to nuclear weapons proliferation and could lead to the 
exposure of human populations to radiation hazards.
