NUCLEAR POWER This issue of agenor is a preparatory document drawn up for the "European Hearings and Working Groups on Nuclear Energy" held by the agenor group in Brussels on November 5-8 1975. Several things led us to hold the hearings: • the fact that a choice with enormous and largely unexplored consequences was being taken without adequate information, or public debate – and therefore without adequate democratic control • the growing wave of opposition, by groups of ordinary citizens in all parts of Europe to the building of nuclear power stations and the refusal of all but a very few parties and trade unions to take up • the conviction that between the two camps of the committed opponents and the official defenders of nuclear energy there is a wide group of people, normally well-informed and politically involved, who have not come to terms with the problem • the conviction, too, that the debate about nuclear energy has been presented essentially as a technical and scientific one, about the dangers to health or the risk of accidents, and that the broader economic, social, political and ethical issues have been neglected.
