ABSTRACT
This Report presents the main results of the work carried out in 1984 by the Group of
Experts for the study of methods of calculating the costs of Electricity Generation (1)
drawn from various electricity producers in the European Community. The aim of the
work was to determine the cost of generating electricity from nuclear and coal-fired
stations scheduled to be commissioned in the middle of the next decade.

Representatives of the Directorate-General for Energy of the European Community
also provided assistance.

A dual objective was pursued: to evaluate the relative competitiveness of the two
types of station in each of the countries represented so as to determine a general
trend in the European context, and to establish a basis for comparing generating costs
for stations of similar technology in the various countries. Such an objective is very
ambitious, since it involves making projections about an uncertain future, particularly
as regards the trend in fuel prices, and requires some harmonization of evaluation
methods and main assumptions, while at the same time the specific nature of the
estimates of each utility must be respected.
