2. Introduction

This report has been prepared for the International Renewables Conference in 
Bonn in June 2004. It sets out a brief definition, rationale and reporting overview 
of energy subsidy, and provides an indicative estimate of subsidies by fuel type 
in the EU 15. The report also discusses aspects of historical levels of support to 
energy fuels, and summarises findings on both the environmental external costs 
from energy sources and the role of renewable energies in diversifying energy 
supply and reducing import dependence.
