INTRODUCTION This Study was originally prepared by the Secretariat for the NEA Committee on the Safety of Nuclear Installations, in particular, for its Sub-Committee on licensing, whose terms of reference are to study questions connected with the regulation of the licensing and operation of nuclear installations. The Study contains a description of the legislative and regulatory provisions as well as the practices applied in Member countries which have specific regulations in this field. It updates in part the Analytical Study published by NEA in 1972 on Regulations governing Nuclear Installations and Radiation Protection. The systems in each country have been described according to a plan, standardized to the extent possible, so as to facilitate comparison between the national systems. In most cases, the descriptions are supplemented by flow charts illustrating the steps in the licensing procedure and the intervention of the various bodies concerned, and sometimes also by further explanatory notes.
