SUMMARY AND OVERVIEW A Report of the Technical Co-ordinating Committee to the Final INFCE Plenary Conference INTRODUCTION 1 The International Nuclear Fuel Cycle Evaluation (INFCE) was organized at a conference held in Washington, DC, on 19-21 October 1977, in which 40 countries and four international organizations were represented. In the communiqué issued by the Conference (1) the participants were conscious of the urgent need to meet the world's energy requirements and that nuclear energy for peaceful purposes should be made widely available to that end; were convinced that effective measures can and should be taken at the national level and through international agreements to minimize the danger of proliferation of nuclear weapons without jeopardizing energy supplies or the development of nuclear energy for peaceful purposes; recognized that special consideration should be given to the specific needs of and conditions in developing countries. (1) The text of the Washington Communiqué, including a list of the participants in the Organizing Conference and the terms of reference for the study, is included in this volume.
