Short Summary

The challenge of carbon mitigation is not one of managing and sharing economic 
pain, but one of mobilizing and sharing economic gains. This is the principal 
conclusion of the following report, which presents the results of a multi-year 
research project on low-carbon energy futures for the European Union (EU-15). 
The study, which was carried out by the International Project for Sustainable Energy 
Paths (IPSEP), confirms that EU carbon emissions can be reduced significantly below 
1990 levels. Going beyond previous work, it also provides a detailed cost assessment 
of such carbon mitigation.
