INTRODUCTION

There is increasing interest in full-energy-chain (FENCH) analysis, in particular 
in order to define externalities of various energy systems. Such assessments are 
considered to be the only fair manner of comparing climate impacts from the 
production and use of different energies. Consideration of climate impacts from 
increased atmospheric greenhouse gas (GHG) levels, which can be attributed largely 
to energy production and use, is more and more underlying changes in energy 
policies (e.g. implementing measures to change the fuel mix or to improve energy 
efficiency). The results of such holistic comparative FENCH assessments could play 
an essential role in energy planning. Related GHG assessments might have relevance 
for climate benign national energy planning in view of commitments, made by 
countries ratifying the Framework Convention on Climate Change (FCCC), to 
lower or stabilize national GHG emissions.
