1. Introduction

What is JI?

The concept of Joint Implementation (JI) was introduced at the first International 
Climate Conference in the Netherlands in 1989 and is included in the United Nations 
Framework Convention on Climate Change (UNFCCC) in 1992. Article 4.2 (a) of the 
Convention states that "Parties may implement such policies and measures on the 
mitigation of climate change jointly with other Parties ".

The concept involves implementing project in countries where the marginal costs of 
greenhouse gas emission reduction are relatively low in comparison with the investor 
country. The host and investor countries involved can share the achieved emission 
reduction. In this way, the investor countries can attain their environmental 
objectives at a lower price and in return the host country receives a more efficient 
and environmental friendly technology.

Countries that have ratified the Climate Convention met at the First Conference of 
Parties (CoP 1, Berlin, March 1995). It was decided to launch a pilot phase that would 
last until the year 2000. During this period, it would be possible to gain experience 
with Joint Implementation projects between Annex 1 countries (OECD countries and 
Central and Eastern Europe) and between Annex 1 and non-Annex 1 countries 
(developing counties), on a voluntary basis.
