FOREWORD

This is a report of an expert study prepared by the Joint Steering Group on Uranium 
Resources at the OECD Nuclear Energy Agency (NEA) and the International Atomic 
Energy Agency (IAEA).
For some years the NEA and the IAEA have jointly published a report on world 
uranium resources which have been identified or for which there is a high level 
of assurance of their existence and which can be exploited at costs within defined 
ranges. The latest edition of this report is "Uranium Resources, Production and 
Demand, December 1977". It provides estimates of resources categorized as 
Reasonably Assured Resources (RAR) and Estimated Additional Resources (EAR) 
in the cost ranges up to $ 80/kg U and $ 80-130/kg U.
The NEA/IAEA Joint Steering Group on Uranium Resources recognizes, however, 
that these estimates do not constitute a complete appraisal of the world's uranium 
resources. Consequently, it undertook an expert study to better define the possible 
extent and location of further undiscovered uranium resources exploitable at costs 
less than $ 130/kg U, which it refers to as Speculative Resources. The Group's 
definition of Speculative Resources, together with the definitions of RAR and EAR 
used in "Uranium Resources, Production and Demand, December 1977" are described 
in Annex Ill. The expert study constituted Phase I of the International Uranium 
Resources Evaluation Project (IUREP) and was completed in June 1978.
