Summary

The Netherlands Energy Research Foundation has carried out a study of the recent
developments in legislation for the decommissioning of nuclear installations in
a number of nuclear power states and international organisations. This study was
carried out in order to support the development of government policy with respect
to decommissioning and as input to the discussion as to whether any additional
legislation specifically for the decommissioning phase is needed. The results of
this study are given in this report.

The study concentrated on a number of individual nuclear power states: the
legislative framework and recent developments in the United States of America
and on the three largest nuclear power states in the European Union (France,
Germany and the United Kingdom) are reviewed in detail. In addition the situation
in Japan and Sweden is briefly discussed. The activities of three international
organisations are discussed: the European Union; the International Atomic Energy
Agency and the Nuclear Energy Agency of the Organisation for Economic
Co-operation and Development.
