INTRODUCTION

If a large scale reprocessing facility would be built in Gorleben according to plan, 
the nuclear material in this plant will be subject to safeguards, as agreed upon 
under the Treaty on the Non-Proliferation of Nuclear Weapons.
A non-nuclear weapon state party to this treaty accepts safeguards to the nuclear 
material in all its peaceful nuclear activities. Therefore the signatory state must 
conclude an agreement with the IAEA. In September 1973 such an agreement was 
signed by the Federal Republic of Germany together with the six other non-nuclear 
weapon state members of Euratom, Euratom itself and the IAEA (INFCIRC/193).
In this Agreement the objective of safeguards is defined as the timely detection of 
diversion of significant quantities of nuclear material from peaceful nuclear 
activities to the manufacture of nuclear weapons or of other nuclear explosive
devices or for purposes unknown and deterrence of such diversion by risk of
early detection.
