EDITOR'S NOTE

Russia Direct is pleased to present its fourth quarterly report, which is dedicated 
to U.S.-Russian cooperation in the nuclear sphere. It analyzes a unique program in 
the history of nuclear disarmament and nuclear energy - the Megatons to Megawatts 
program, also known as the Highly Enriched Uranium CHEU) Agreement.
During a twenty-year period (1993-2013). Megatons to Megawatts structured win-win 
commercial incentives for both countries and paved the way to an improved bilateral 
relationship in the nuclear sphere. It stands out as one of the most important 
bilateral accomplishments between the U.S. and Russia in the post-Cold War era.
In this Quarterly, a group of outstanding experts - including some involved first-hand 
in designing and developing the Megatons to Megawatts program - look into the 
origins of that program, analyze its economic and political effects, and suggest the 
prospects for using the Megatons to Megawatts experience and expertise in future 
Russian-U.S. nuclear cooperation projects.
The authors include Thomas L. Neff, who created the original concept of the HEU 
Agreement; Anton Khlopkov of the Moscow-based Center for Energy and Security 
Studies (CENESS); and Mikhail Aboimov of the Tenex Center for Strategic Risks 
and Opportunities Assessment, who for nearly 15 years has been responsible for 
negotiation, conclusion and implementation of contracts associated with the 
agreement. We invite you to read this Quarterly to learn more about this unique 
program that helped eliminate Cold War mistrust between the U.S. and Russia.
