PREFACE The purpose of the Conference was to bring together experts to discuss and exchange information with executives and engineers from the power industry and personnel from federal and state agencies on important issues concerning the impact of nuclear power plants on the environment. The meeting was timely in light of increased public awareness of the large but limited resiliency of the environment to absorb all the pollutants society creates. One of the objectives of the Conference was the delineation of the essential elements and legal requirements for environmental reports. The Conference was organized into six sessions: (1) Plant Site Selection; (2) Ecosystems and Ecological Effects; (3) Radioactive Waste and Thermal Pollution; (4) Standards and Guidelines in the Preparation of Environmental Reports; (5) Cost-Benefit Analysis; (6) Environmental Impact Studies of Various Power Sources. The Conference was sponsored by the School of Nuclear Engineering, Georgia Institute of Technology. Dr. Lynn E. Weaver, Director of the School, was a motivating force for the Conference and through him the extensive facilities of Georgia Tech were made available to the Conference. The majority of the papers was reproduced essentially as they were received with little or no change. In a few cases minor editing was made to enhance clarity. Schedules and deadlines did not allow confirmation of the edited portions by the authors. For any error which may have thus been introduced into the text, the editors take full responsibility. We wish to thank all participants, particularly E. G. Struxness of Oak Ridge National Laboratory, who actively participated in the make up of the program and who recruited much of the talent at Oak Ridge. Special thanks are due to Mrs. Lydia Geeslin, without whose help the typing and retyping of a major portion of the book would have been next to impossible, and the other secretaries in the School of Nuclear Engineering for their invaluable assistance.
