FOREWORD

The 1979 accident at unit 2 of the Three Mile Island (TMI) Nuclear Power Plant
has brought reactor safety into worldwide focus.

Since then, countries with nuclear power programmes have concentrated on
analysing the accident sequence, the applicability of the results of US studies
to their own conditions, and have formulated and are executing required actions.

An obvious international task was to review the extent to which existing research
programmes had been reoriented in response to the accident.

Therefore the OECD Committee on the Safety of Nuclear Installations (CSNI)
decided in November 1979 to draw up a comprehensive report on new safety
research, or modifications to existing programmes, resulting from the accident.
The report was prepared by a special working group made up of representatives
of the countries concerned.

I believe this report to be a noteworthy effort which will be very beneficial.
It describes the nuclear safety research response of different countries to the
Three Mile Island accident and is a good example of the CSNI commitment
to disseminating information on nuclear safety to OECD Member countries.

Chairman of the Committee on the Safety of Nuclear Installations
