FOREWORD At a meeting held in November 1995, the NEA Committee on the Safety of Nuclear Installations (CSNI) concluded that there was a strong concern about the ability of the OECD Member countries to sustain an adequate level of nuclear safety research, even though there was an international consensus on research needs and objectives. In particular the CSNI expressed their concern about the lack of international support for important new experimental facilities at a time when existing facilities were being decommissioned and their experienced research teams disbanded. This in turn would inevitably lead to a critical loss of competence and reduce the capability available to adequately regulate and support operating reactors and the development of new designs. In light of this concern the Committee decided to set up a Group of Senior Experts to focus on Research Capability and Facilities, to reflect on the issues and to propose practical means to address the concerns. The attached publication continues work performed over the period 1992-1995 by CSNI's Senior Group of Experts on Safety Research (SESAR) who prepared two publications, the first one entitled "Nuclear Safety Research in OECD Countries" reviewing the research being carried out and setting down views on likely future requirements and priorities, the second one entitled "Nuclear Safety Research in OECD Countries: Areas of Agreement, Areas for Further Action, Increasing Need for Collaboration" addressing the future direction of nuclear safety research and international collaboration in the field. The report is published on the responsibility of the Secretary-General of the OECD. The views expressed do not necessarily correspond to those of the national authorities concerned.
